As the Deputy Chief Executive Officer of Hope and Thriving Community Organization (HTCO), I, Safiullah Muhmand, contribute over 15 years of specialized experience in legal advisory, judicial capacity building, and organizational development across both public and private sectors in Afghanistan. My professional path reflects a lifelong dedication to justice, institutional reform, and empowering communities through the rule of law and inclusive development.

Throughout my career, I have held impactful roles within prominent institutions such as the Supreme Court of Afghanistan, the International Development Law Organization (IDLO), and the Justice Development Law Firm. I have led numerous training initiatives, legal reform projects, and strategic collaborations aimed at strengthening justice systems, enhancing legal literacy, and promoting equitable governance.

Prior to joining HTCO, I served as Vice President of the Justice Development Law Firm, where I provided high-level legal counsel, managed complex litigation, and oversaw regulatory compliance. My previous roles as Head of Training at the Supreme Court, Recruitment Officer, and Deputy Team Leader at IDLO further deepened my expertise in legal education, public sector capacity building, and inter-institutional coordination.

I hold a Bachelor’s Degree in Sharia Law and have pursued continuous professional development through international certifications in leadership, training of trainers (TOT), legal frameworks, and human resources management from respected institutions including Adam Smith International, JSSP, and the European Union.
